When a claim invokes an official authorization, find the exact wording before interpreting the promise beside it. Record the product, purpose, and population named in that wording, if specified, without expanding the terms yourself. Then examine the advertised promise as a separate proposition. Ask what evidence would be needed to support any added outcome or broader scope. An official reference should be readable on its own terms; its presence beside a claim does not explain the connection. Keep that connection visible as a question to investigate.
